The Board of Supervisors of Pennsbury Township held a regular meeting on Monday, February 1, 1999. All members, Mr. Patten and Ms. Howley were present. The minutes were approved as corrected.

MANAGER REPORT

Ms. Howley reported the following:

The continuation of the Sunoco zoning hearing board meeting will be Thursday, February 4 at 7:30 P.M. in the township building. The Board advised Mr. Patten that Sunoco should stay within the limits of what was previously approved for the site. The Board will also meet to discuss further the definition of a "sign" on Wednesday at 10 A.M.

The girl scouts have requested the use of the park for an "overnight" camp sometime in the summer. I have requested George Asimos Jr to confer with his committee and come up with a policy for such events since the park will be used more this year. Dave Patten will work on the lease with the boy scouts for the use of the shed in the park for storage. The shed has been secured and inspected by Rusty Drumheller. The lease will be signed at the next meeting.

ROADMASTER

Dave Allen reported the following:

The swale in the road where driveways meet has been continually paved over by contractors which is creating a problem for drainage on township roads. Ms. Howley has put something in the newsletter about this and PennDot has a form letter that can go out to residents.

Will meet with Matt Houtmann later this week to go over drainage problems in the township and try to come up with some solutions.

I am getting estimates for the purchase and/or rental of signs for the proposed closing of Cossart Road.

The maintenance agreement for traffic lights has been reviewed. There is no increase in cost and the Board signed it.

The Co-op met this week and drafted figures for the letting of bids for stone, oil, and road work. This will take place the first week in March.

CODE ENFORCEMENT OFFICERS

Rusty Drumheller and Ben Cialini were present and reported the following;

Issued 8 zoning and 7 building permits during January

Ponds Edge complex is fully occupied and finished. The Brandywine sign on the Ciccarone building has been taken down.

Received a letter from Mrs. Hollenshead requesting an additional building on the Sanford property. After reviewing the plans, the Board agreed that this would not be allowed under our ordinances. The Board also asked Mr. Cialini to review the Kasowski property with Rusty with respect to the number of tenants allowed on the property.

ENGINEER

Matt Houtmann reported the following:

Escrow release #4 for Whitestone Farms approved and signed by the Board. Did a site inspection of the property and everything is in good order. Mr. Patten will work with Mr. March to draft the deed of dedication for the road.

Chandler Ridge - did site inspection - everything is in good order. Maintenance agreement has expired. The Smith lawsuit is still pending against Mr. Megill.

Hickory Hill & Rt. 52 project - the plans have been approved by PennDot and the township should be getting the permit soon. Mr. Patten will review the right of way and talk to Mr. Bailey before work begins.

Property along Rt. 926 at the "S" curve has requested a land disturbance permit for logging. Met with the logger this past week and determined that he is to log only the part of the property where the house will be situated. The home will be building in Pocopson Twp. but access will be off of Rt. 926 in Pennsbury. Have requested a plan be submitted before issuing the permit.

Received a request for a land disturbance permit for the Herdeg property. Their son-in-law will be subdividing the property and building a home.

EMERGENCY MANAGEMENT

Reese Reynolds commented about the quarterly training being conducted by the County. This month Bob Updegrave will attend and there will be another session in March on media relations.

Township Building Renovations - Bill Holloway reported that he reviewed the reports from the architect and recommends that we authorize Mr. Rosencrans to do a phased design plan. He should also meet with Ms. Howley, Dave Allen, Properties Committee and himself to get input.

Clark Subdivision - a mistake was discovered on the approved plans which need to be revised and re-recorded. The Board suggested a note be added to the plan stating the change, the present owner should sign off and then the plan reviewed by the County Planning Commission. When their comments are received, the Board will sign off on it.

BRINTONS BRIDGE ROAD - Mr. Altmair and Mrs. Reed were present to express their concern about the possible violation of the ordinances and zoning hearing board decision for the

Gables Restuarant and Victorian House property. Mr. Reynolds stated he did receive a call from Mrs. Southerling in which she said she observed restuarant patrons parking in the Victorian House lot and going over to the restuarant to eat. Several questions were raised:

Mr. Drumheller will talk to Mr. McFadden tomorrow about these issues and try to get some clarification.

A bill list dated February 1, 1999 numbering 928-951, State Fund 113 was submitted and approved for payment by the Board.
