December 6, 1999

The Board of Supervisors of Pennsbury Township held a regular meeting on Monday, December 6, 1999. All members were present, Mr. Patten and Ms. Howley. The minutes were approved as submitted.

MANAGER REPORT

Ms. Howley reported the following:

Reminded the supervisors of upcoming meetings; Crosslands, Rosencrans and manager's breakfast meeting on Dec. 21st.

Stated that Dave Allen is investigating having our generator converted to supply power to the township building in case of power failure. The emergency lights in the township building have new batteries and will be checked periodically to make sure they are in working order.

Rusty Drumheller reported that he issued 5 building and zoning permits during November. The Geewax property may need a land disturbance permit - will check with Matt Houtmann on this. Will issue a zoning violation for the Brandywine Antiques parking their truck on a ramp. Reported the State has adopted a State Building Code - BOCA 1999. Will look into the property maintenance code and give the Board information to review by the January 18, 2000 meeting.

Emergency Management - Reese Reynolds reported the County Emergency Management office will be in contact with the township to set up a meeting to discuss the protocol for contacting neighboring township when there is an emergency in the area. Also commented that there should be no unprotected left turns permitted on Rt. 1 specifically at the old Sinton Property. This should be brought to PennDot's attention.

Conditional Use Hearing - Laird/Leisering - A conditional use hearing was conducted at 8:10 P.M. The applicant wishes to use the open space design option in their proposed subdivision. The hearing was duly advertised and a court reporter present to take testimony. David Shields of the Brandywine Conservancy was present representing the landowners. He stated that he is in the process of drafting the convening of restrictions and will name the Pennsbury Land Trust as the steward although property maintenance will be the landowner's responsibility. There will be no tree cutting in the woodlands, no construction in the open space and no construction at this time in the subdivision. There will be no escrow. The Board verbally approved the conditional use with conditions and will render a written decision within 45 days. The hearing concluded at 9 P.M.

A bill list numbering 1525-1571, state fund 130, 131, PLGIT 123 was submitted and approved for payment by the Board. With no further business the meeting adjourned at 9:10 P.M.
