The Board of Supervisors of Pennsbury Township held a regular meeting on Monday, November 4, 2002. All members were present and the minutes approved as submitted.

Property Tax vs Earned Income Tax

Letters were mailed to all township residents regarding the potential of switching from a property tax to an earned income tax for 2003. Unfortunately, the letters were not received by all residents in time for tonight's meeting. Jim Hunt from Berkheimer Assoc. was present to explain the process which starts with public discussion at this meeting. Jim Hunt will give us a sample of the advertisement and ordinance. The ordinance will be advertised three times and discussion will be at the November 25, 2002 supervisor's meeting. The supervisor's regularly scheduled meeting will be changed from November 18th to November 25th. A letter will be sent to all township residents advising them of this change and ordinance advertisement.

Township Manager Kathleen Howley reported the following:

Next meeting with Tim Filler will be November 21st at 7:30 a.m.

The township received a notice from the County advising us that we have been granted $200,000 for construction of park facilities. The township has also submitted a state grant for park facilities which will be announced in the spring 03.

Township Engineer Matt Houtmann reported the following:

The Knoll curb project will be done November 7th. Notices will be given to property owners affected. Contracts have been signed.

Hillhurst - road was paved last Friday. Getting ready for dedication to the township.

Courts at Longwood - Board signed an escrow release in the amount of $36680.50

Ponds Edge - Mr. McKay has asked for the release of the escrow monies the township is holding. Matt will send a letter authorizing this release.

Duke property - Jeff Berlin has been asked by PennDot to eliminate the macadam at the bottom of Ms. Duke's previous driveway. Her driveway now comes out onto Joshua Way and the plans need to be changed to reflect this. Matt will tell Jeff to proceed with this and the plans will be amended when there is dedication of the road.

Dawson Mill - met with the Army Corp. Of Engineers. They are alerting their agencies of the proposed work. This will take 90 days. We still need the estimate for the dredging of the pond.

Code Enforcement Office Rusty Drumheller reported the following:

Chadds Ford Animal Hosp. - the zoning hearing board decision does not state it must be owner occupied. Dave Patten agreed.

Inspected Victoria Leborn's property with regard to the dog/kennel complaint. She was found to be in compliance with the ordinances.

Crosslands is continuing to build at a rapid pace but the rains have slowed them down a bit.

Township should be getting an October report on the elementary school

Hamorton Wood property - clean up has stopped and will have to contact them about continuing.

Hillspring Road - work is being done at night which is causing a disturbance. Rusty will contact the builder.

Proposed 03 Budget - budget has been advertised for adoption at the December 18th meeting. Proposed revenues is $784,550 and expenditures $792,825.

Holiday open house will be Sunday, December 8 at 1 p.m.

A bill list dated November 4, 2002 numbering 3957-3988 was submitted and approved for payment by the Board. With no further business the meeting adjourned at 9:30 p.m
